Interview with poll worker who describes lack of voter roster and how he dealt with the problem--by having voters use provisional ballots if they had no ID or sample ballots; those with ID or sample ballots could vote, but on a different precincts machines (two precincts were located in the same polling place). Voters who were unable to vote in the right precinct couldn't vote on a measure that was not on the ballot in the other precinct.
