A mesocyclone is a swirl of air or whirlwind inside a supercell, the mesocyclone is basically the tornado it starts off as a horizontal swirl then gets tilted up by the updraft creating a tornado.

I'm no expert, but a mesocyclone, as you can see, is a rotating cloud (over a widespread area). It often spawns off tornadoes. However, it is rare that one occurs. It does occur every year of course, but not a lot. It is usually a funnel cloud.
