New Elekid on the block

My new mascot, I love Elekid, not that stupid Electivire which if does not have a beneficial speed nature and 31 IVs in speed it will be outsped. (Unless they hold choice scarf) I find it Hilarious that Elekid a Baby pokemon has naturally higher Base stats than Pikachu which is a Basic Pokemon. We need a Light Ball for Elekid. And the ending was so unexpecting.

According to some pokemon experts Light Ball does have an effect on all pokemon it just works better on pikachu I've been told that Light ball on Pikachu does 2x but when used on other pokemon it does 1x

If Pika could get Earthquake and was holding light ball, effectively somewhere in the working out equation you would get "100 x 2" which equals 200 however if a Pokemon holding light ball used Earthquake it would be "100 x 1" which equals 100. Meaning that it would be useless on another Pokemon apart from Pikachu.

I know that, yes, Its the original BP plus half of it as well But I have a question I thought Choice Band and choice specs increases atk and sp.atk not the moves BP
