oh milk. is it because salt water has a higher specific heat than normal water and hence needs to absorb more thermal energy to raise by the same number of degrees? The explanation in this video is incomplete to me.

Milk is mostly water with some extra solutes added. These solutes are what give milk a lower melting point then water itself.
