It's, as bigcountry3 said, used when you have a list of items; it's the last comma in the list. (i.e. Apples, oranges, and bananas. has an oxford comma before the and.) The oxford comma is not strictly necessary. There is debate as to whether it is better to use the oxford comma or not to. (i.e. Apples, oranges and bananas.) The consensus seems to be that, as long as the choice is made consistently, either way is fine.
