Is there a program that lets you make 3d creatures or monsters like they do in the movies? I'm going to make my own silent hill movie, and I will need to computer generate monsters... People in costumes just wont cut it for me... Is there a program I can get for this?

If you have a lot of money get 3DS Max, Maya, Cinema 4D or whatever may fit your needs for this. If you plan to have no budget: Blender3D. It's by far the best open source 3D creation software you'll ever find out there.
