Nah, it's gotta be a joke. It can sometimes be hard to tell when someone is serious about certain ideas and inventions displayed on YouTube videos because we have no idea if THEY are idiots. The irony is too great for this to be a sincere attempt to improve jogging. It would be like building a solar-powered flashlight. Stupid and pointless inventions are certainly not uncommon, but I would have to guess that this treadmill was built as a joke.
